Ohio Department of Mental Health Offices
The offices of the Ohio Department of Mental Health are organized into six divisions, which are described below. Links to contact information for individual offices are included in each description and can also be accessed via the menu on the left.

Director's Office
Responsible for the total operation of the Department of Mental Health, including the direction, coordination, policy formulation, budget development and management, to ensure consistent high quality mental health services in Ohio. The Director's Office includes Communications and Legislation.

Medical Director
The Medical Director is responsible for decisions relating to medical diagnosis, treatment, rehabilitation, quality assurance, and the clinical aspects of the following: licensure of hospitals and residential facilities, research, community mental health plans, and delivery of mental health services. The Medical Director or designee advises the director on matters relating to licensure, research, community mental health plans, and delivery of mental health services. The Medical Director's Office includes Quality Improvement, Forensic Services, Clinical Best Practices, Program Evaluation and Research, and the Pre-Admission Screening and Resident Review (PASRR) Unit.

Human Resources
Provides personnel and labor relations functions to the Department's central office and Integrated Behavioral Healthcare System. Staff provide human resource planning and oversight, EEO program development, training and CEU coordination, oversight of volunteer services, centralized recruitment efforts (including physician recruitment), and other human resources related functions.

Legal Services
Manages litigation affecting the Department and its employees. Staff advise Department personnel on issues including commitment procedures, patients' rights, potential and existing contracts, and all policies related to the operation of the hospitals and Department activities. The Legal Services Office includes Standards Development, Administrative Rules and Licensure and Certification.

Administrative Services
Provides direction, coordination, and supervision to the following areas: Fiscal Administration and Support, Information Services, Capital Planning and Management, Medicaid, and Support Services.

Integrated Behavioral Healthcare System
Supervises the operation of the Department's five behavioral healthcare organizations for adults as well as State Operated Services which develop program plans in conjunction with community mental health boards for the deployment of state hospital personnel into community programs.

Program and Policy Development
Oversees community mental health programs through five Area Directors who act as liaisons with the 50 community mental health boards. Program and Policy Development includes Consumer and Recovery Supports, Community Policy and Children's Services and Prevention.
