The state’s responsibility to provide hospital care is defined in Ohio’s constitution. Formerly focused on long-term institutionalization, state hospitals have become small and specialized facilities providing short-term and intensive treatment as requested by local systems. They also provide care to patients committed by criminal courts.
Integrated Behavioral Healthcare System (IBHS)
The Integrated Behavioral Healthcare System (IBHS) provides supervision and oversight of the Department's inpatient programs and Community Support Networks.
ODMH Behavioral Healthcare Organizations (BHOs)
The Behavioral Healthcare Organizations (BHOs) provide inpatient care and selected community services as desired by local mental health boards. The Department currently operates five behavioral healthcare organizations providing adult inpatient services at seven sites.
Programs and Product Lines
Product lines help better define services for specific populations and offer delivery of clinical services that are distinctive, high quality, and culturally competent. The goals of each product line is to ensure a consistent quality of services throughout the state, maximize resources, and provide an integrated level of leadership for mental health services statewide.
Strategic Plan
The Integrated Behavioral Healthcare System's Strategic Plan reflects changes to the inpatient care system and incorporates input from consumers and internal and external stakeholders. The plan builds on IBHS accomplishments and moves the system forward with specific clinical priorities.
Health Information Systems Management
Health Information Systems Management aim is to standardize systems, processes and procedures across all BHOs using best practices from the BHOs and incorporating Health Information Portability and Accountability Act (HIPAA) compliance regulations.
Environmental Quality:Desired State
To ensure consistency and continuous improvement in BHO environments
ODMH implemented Environmental Quality:Desired State as a new approach to monitoring and assessment of the system wide environments of care.

Oversight Office Staff supervise the operation
of the Department's five behavioral healthcare
organizations for adults as well as State Operated
Services which develop program plans in conjunction
with community mental health boards for the deployment
of state hospital personnel into community programs.
