Forensic Toolkit
This toolkit has been designed for Boards, Providers, Courts and others who work with Ohio’s forensic mental health system. It is intended to assist in understanding the various legal statuses and the parties who are financially responsible for individuals hospitalized in facilities operated by the Ohio Department of Mental Health (ODMH). Primarily, the toolkit describes the roles and inter‐relationships of the regional state psychiatric hospitals, Community Forensic Psychiatry Centers and the community mental health system.
Ohio Competency and Sanity Laws - A Summary
This booklet summarizes the laws dealing with competency to stand trial and not guilty by reason of insanity.
SB 122-Competency to Stand Trial: A Guide to the New Law for Mental Health Professionals
Published in February 2002, this document summarizes the changes in the law contained in Senate Bill 122 (effective February 20, 2002). The changes deal with the competency to stand trial statutes.
Report of the Committee to Study Not Guilty By Reason of Insanity
This report, published in 1994, describes recommended changes to Ohio's forensic statutory scheme and processes in order to make the citizens of Ohio safer and to improve the care and treatment of those found incompetent to stand trial or not guilty by reason of insanity.
Ohio Forensic Manual
This comprehensive manual describes all aspects of the forensic mental health system in Ohio. It contains a description of the forensic mental health process as it relates to community forensic psychiatry centers, jail diversion programs, ODMH Regional Psychiatric Hospitals, forensic monitoring and the Community Linkage Program. Copies of relevant ODMH policies are included.
Forensic Monitor Orientation Manual
This manual contains orientation information for new forensic monitors, as well as a description of the duties, required forms, sample journal entries and a copy of the relevant statutes (ORC 2945.37 – 2945.402).
Community Linkage Manual
This document describes the Community Linkage Program that links inmates with severe mental illness who are being discharged from a state prison to a community treatment agency in order to provide continuity of care.
Trauma Informed Care for Adults/Veterans in the Criminal Justice System
This document describes the impact of post-traumatic stress disorder (PTSD) on adults and veterans and the cultural issues associated with these groups and PTSD. Current activities in Ohio aimed at providing trauma informed care to adults/veterans are described.

Criminal Justice Coordinating Center of Excellence
It is the vision of the CJ/CCoE that the mental health and criminal justice systems will work together to improve the quality of lives of those residents of Ohio who suffer from mental disorders and who are at risk of finding their way unnecessarily into the criminal justice system. This site describes a variety of initiatives designed to promote jail diversion alternatives for people with mental disorders.
Supreme Court of Ohio Advisory Committee on Mental Illness in the Courts (ACMIC)
The advisory committee is working to establish local task forces in each county to collaborate and work on the issues of the mentally ill in the criminal justice system. The advisory committee provides guidance, resources, materials and information to local task forces. It also provides role models of other successful mental health court dockets, encourages crisis intervention training (CIT) for police officers who deal with people suffering from mental illnesses and forwards grant and other funding opportunities to the task forces.

This site contains information regarding ODRC institutions, adult parole authority regions, partnerships with local jails, community-based correctional facilities, halfway houses, statistical reports from different areas within the agency, opportunities for volunteers, community service, employment and much more.

GAINS Center
The GAINS Center's primary focus is on expanding access within the justice system of community-based services for adults diagnosed with co-occuring mental illness and substance use disorders.

Ohio Department of Youth Services (ODYS)
